An inquiry by the judge into the public record about theScottish government’sMinisters today announced that the government will take control of the Covid-19 pandemic by the end the year.
Consultation has been opened on the draft aims, principles and guidelines of the inquiry. The government stated that discussions with the Lord President are ongoing to identify and appoint the judge to lead the inquiry.
The inquiry proposed will be person-centered and human rights-based. It will focus on outcomes and timely reporting in order to identify lessons and recommendations.
It will pay particular attention to the “four harms” of the pandemic. These include direct health effects of COVID-19 (including deaths and cases in care homes); other non-Covid health consequences; societal and economic impacts.
The public are now encouraged to share their ideas and comments on the suggested approach via email by 30 September 2021.

This will ensure that there are lessons for the future. This aims and principles paper is one of our 100 day commitments. It is an important step towards establishing that inquiry.
“We will continue listening to the affected families and bereaved parents on the topics they would like to see the public inquiry focus on. Your feedback will be crucial in reviewing the approach suggested here and setting the terms for an independent Scottish inquiry.
“Discussions continue with the UK government regarding the planned four nation inquiry. This will ensure that all areas are considered in a way that provides comfort to families who have lost loved ones.”
